By Rosalind Russell – A Massey resident made a presentation to Sables-Spanish Rivers Township council on Wednesday evening calling into question the procedural bylaw used in the decision-making process by council.
Kris Kiviaho, a long-time resident, says she does not believe the minutes always reflect all the proceedings.
She says for example, the minutes of the August 13, 2025, meeting included a copy of a presentation for a solar farm project in the municipality.
However, she says the minutes of the September 10th, 2025, did not reflect two delegations including a presentation outlining concerns about the project by Chloe Bichette and a petition asking council to not proceed with the project.
Kiviaho admits there is an electronic recording of the meetings in their entirety but says not everyone sees the video or has computer access, and going forward, wants all information reflected in the hard copy of the minutes.
Mayor Kevin Burke says they do not have to be recorded verbatim.
He did acknowledge Kiviaho’s request and that council will discuss the issue in the near future.

She says a petition with over 1,300 signatures and a presentation speaking out against the proposed Massey Solar Project was not included in the minutes of a September meeting.
